On May 1, 2022, the "Weihai City Marine Ranch Management Regulations" was officially implemented, setting forth clear requirements for the planning of Weihai City's marine ranch. In order to implement the relevant deployments of the central and provincial governments and promote the scientific layout and innovative development of marine ranches in Weihai City, the Municipal Ocean Development Bureau took the lead in drafting the "Weihai City Marine Ranch Development Plan (2023-2028)" based on in-depth research and combined with the actual situation of Weihai City. ” (hereinafter referred to as the “Plan”).

2. Basis for decision-making

The "Plan" is divided into 7 chapters.

The overall goal is to create a national demonstration city for marine ranch construction and an exquisite model for marine ranch development. By 2028,The area of ​​pasture has grown to 1.8 million acres, the number of demonstration zones at or above the municipal level has reached 60, and the production of aquacultured seafood has reached 2.3 million tons. Chapter 4 is space layout. Based on the regional natural endowment and basic conditions, a marine ranch development spatial layout of "1 zone, 3 zones and 14 clusters" was planned. The fourth is to implement the seed industry improvement project, including the construction of fine seed breeding bases, the cultivation and introduction of new varieties, and the integrated development of breeding and promotion, to create a typical model of fine seed breeding bases for the national marine seed industry. The fifth is to implement safety foundation projects, including production safety, ecological safety, product safety, etc. The sixth is to implement integrated development projects, including the integration of marine ranches with maritime tourism, intensive processing, e-commerce, and new marine energy, aiming to expand the functions of marine ranches and improve the comprehensive benefits of marine ranches. The seventh is to implement the subject training project, which includes three parts: supporting and strengthening existing enterprises, cultivating and introducing new entities, and promoting the integrated development of multiple entities. The eighth is to implement the brand singing project, focusing on building regional brands, characteristic brands, and product brands to increase the visibility and influence of marine ranches.
